There's not many ways in - I assume the skin is folded over the edge and
bonded to the underframe, and there's a gap in the bonding somewhere, or maybe the badge is leaking (if it's on the panel in a Passat) - any more possible ways in? Can you blow air into one of the bump-stop holes and detect where it's coming out, or brush soapy water on the underside seam and look for bubbles.
