100% snake oil. This subject used to pop up regularly on
uk.rec.cars.classic. Same as Fuel Cat, Carbonflo, etc.
Lots of old cars can run on unleaded fuel for ages without suffering
damage, which is why the few devotees of these products were so
convinced they were working.

Ah, but it was the Russians that invented it. To put in Spitfires. Or
something.

See also magnets in water pipes to reduce scaling and those ludicrous
electronic gizmos.

I live in one of the hardest water areas in the UK. We don't have a
water softener or any of those magnet things. There's no scaling in the
pipes because the hot water temperature is kept low enough to avoid
scaling.

Hence if I fit one of those devices with no control I could end up
convinced it's doing something when it's not. Someone fitted on of those
devices at a factory where I worked and stopped using the water
softener. He caused thousands of pounds worth of damage to the high
temperature devices (autoclaves and high temperature wash systems) where
scaling is an issue.

Someone, somewhere is always ready to buy snake oil.
