Tried removing the fuel tank cap. Problem still persists.

I have found a "work-around" though... if I drive the car for 5 minutes or
so such that the engine is starting to get warm. Then turn off the engine
for a few seconds. When I start it again I don't experience the problem.

Does anyone know what gets reset when the engine is stopped and then
restarted? Is something sticking on?
